Google Analytics cookies are only activated after you click "Accept" in the banner. If you click "Decline", no analytics cookie is placed — only your choice is remembered locally, so the banner stays hidden.
Legal basis
Under Romanian Law no. 506/2004 on the processing of personal data and privacy protection in the electronic communications sector (which transposes the ePrivacy Directive) and Regulation (EU) 2016/679 (GDPR), cookies that are not strictly necessary for the site to function may only be placed with your explicit consent, given before they are placed.
